The Tuan Chau Island Project was permitted by the Quang Ninh Provincial People's Committee on November 10th, 2003 with the hope that this island would become an international tourism compound.

To ensure project quality, construction here must be carried out under strict rules issued by relevant authorities:

• built in a united style for each area
• construction landmark: the building must be 5m away from the landmark ahead and 2m away from the fence.
• the building must be 3 storeys 
• Construction must be finished in a set time
